Management Team

The Senior Management Team are appointed by the Board of Management and are responsible for implementing the strategic and operational plans for the Association. Led by the Chief Executive, there are 4 directorates: Housing Services; Care & Support Services; Business Development and Corporate Services.

Steve White
Interim Chief Executive

Appointed with the firm purpose of turning Blackwood into a leader in its field, Steve has quickly seized the opportunity to engage staff, tenants, residents and partners on a journey he is confident will set the organisation apart. People, passion, purpose and performance - these are Steve's building blocks for success.

He is a proven leader with a track record of transforming organisational fortunes, from Edinburgh Building Services to the successful restructure and cultural transformation of Lewisham's Environmental Service. Steve has a reputation for innovative and inspiring leadership, invariably driving up performance and standards. Industry awards include APSE Best Public/Private Partnership, COSLA Securing a Workforce for the Future, Training Journal's Best Change Management Programme and Municipal Journal Pay & Workforce Achievement.

Pam Russell
Corporate Services Director 

Pam heads the Finance, Business Services, Human Resources and Information & Communication Technology functions within the Association. She is responsible for ensuring that the Association meets all management and statutory obligations. Pam is also Deputy Chief Executive.

Angela Taylor
Asset Management Director

Angela Taylor leads our Asset Management Team, which focuses on the maintenance and development of new housing and also remodelling older supported housing complexes. The team also deals with Planned Maintenance, who implement a rolling programme of major repairs including new heating systems, windows and kitchens. Before joining Blackwood, Angela worked in housing development and asset management for Glasgow Housing Association, Home in Scotland, and Edinburgh Council.

Neil McKnight
Housing Services Director

Neil leads the Blackwood Homes team, responsible for developing and delivering high quality housing for our tenants and ensuring equal opportunities for applicants to access a tenancy. The team also deals with wider action and tenant participation. Before joining Blackwood in June 2010, Neil worked Hillcrest Housing Association, Ark Housing Association and Housing Services department of Dumfries and Galloway Council.

Jock Welsh
Care & Support Services Director

Jock leads the Blackwood Care team. These important services are in the process of major change resulting from a number of drivers and Jock brings particular interest, commitment and passion for person-centred services, partnership working and service user involvement. These passions are grounded in experience across a range of service provision from mental health nursing, housing association/voluntary sector support and most recently within a local authority at City of Edinburgh Council.
